Opening hours of the City Hall?

8:45 am.to 5:00 pm. Closed on Saturdays, Sundays, national holidays and Dec.29 - Jan.3.
* Resident's Life Support Section, Foreign Resident Registration Subsection at Shiba Regional City Office opens till 7 p.m. on Wednesdays. Some services are not available between 5 p.m. and 7 p.m.

What do I need for my initial foreign residents' registration?

You need: 1) Your passport 2) Two passport size (4.5 Centimeter × 3.5 Centimeter) photos.
Photos can be taken in a booth at the city hall.

The registration itself is free of charge,but if you need a certificate of your registration, it costs ¥300 per sheet.

Usually it takes about two to three weeks to issue your card. We will give you a receipt for your application and it will work as your registration card until you receive the real card.
