Minato City subsidies to help
with the financial pain of childbirth

In order to make having children easier and support a better childrearing environment, Minato City has subsidized childbirth and hospitalization fees since April 1, 2006.
*There are no income-based limitations.
Individuals must apply within one year from the date of birth to receive the subsidy.

  Childbirth subsidies
Eligibility A guardian of a newborn child to which any of the following conditions apply:
1. A guardian of child residing in Minato City prior to the child's birth, with child expected to reside in Minato City with guardian from date of birth
2. The guardian of the child must be enrolled in a Japanese public health insurance scheme
Subsidies The amount of the subsidy is the balance after deducting the amount of the lump-sum childbirth allowance from the delivery expenses for childbirth and for hospitalization.
* There is a ceiling of 500,000 yen for single-baby births.
Application method Apply within one year from the date of birth using the specified form and including the following documentation:
  • A copy of the receipt for childbirth expenses
  • A copy of the guardian's health insurance card
  • A notice verifying the lump-sum allowance for childbirth

*In cases where both parents are foreign citizens and the child is born overseas, the child cannot be recognized as a Minato City resident from the time of birth and is not eligible.
*Childbirth costs for Caesarian-section births fall under health insurance coverage so in some cases a notice verifying this as high-cost medical care will be required.
