Receive Allowances and Use Services

Kodomo-Teate and Child Medical Subsidy are available to provide financial support to families in childcare. Single parent families can utilize Child Support Allowance and Child Raising Allowance.

Kodomo-Teate

You must be a resident of Minato city and have a child who is a third grader of a junior high school (until the first 31st of March after the child becomes 15 years old) or younger.
If you are qualified, 13,000 yen per child is paid monthly.
You must submit an application to receive the allowance. You should apply if you think you may be qualified.
You must apply for a revision if you already receive Kodomo-Teate and have had a new baby.

Application Procedure

Send or bring the designated application form with the following documents to the Children and Families Department Child Allowance Office (2nd floor of the city hall) or the Citizens' Department Health and Welfare Office of a Sogo Shisho.

  1. Application Form for Kodomo-Teate (available from the reception counter of the Citizens' Department Health and Welfare Office of a Sogo Shisho, or the Minato city portal site)
  2. A proof of a current account of the applicant
    * Specify a financial organization that has a branch within Tokyo. You cannot specify an Internet bank.
  3. If the applicant is a member of an employees' pension plan or a mutual-aid society pension
    ->A copy of the health insurance card, or the certificate of the pension
    * A copy is acceptable if the health insurance card is issued by National Federation of Health Insurance Societies, the National Civil Engineering National Insurance Society, Japan Health Insurance Association, Private School Teachers' Association, Japan Postal Workers' Mutual-aid Association, or Ministry of Education, Culture, Sports, Science and Technology Mutual-aid Association (limited to local branches such as universities). A pension certificate is required if it is issued by any other organizations (Tokyo Food Retailers’ National Insurance Association, Tokyo Hairdressers' National Insurance Association, Tokyo Entertainers' National Insurance Association, etc.).
    * These documents are not required if you a member of the national pension scheme, or you have not joined any pension schemes.
  4. If the applicant or the child is a foreigner
    ->A copy of the foreign resident registration
    Additional documents are required if you do not live with the child.

Child Medical Subsidy

Minato City subsidizes the personally borne portion of medical expenses incurred through hospital visits and hospitalization (including the hospital meal fee) by children up to junior high school students.

Eligibility

Parents who nurture children of up to third grade in junior high school (up to the first March 31 following the child's fifteenth birthday) and fulfill all of the following criteria:

  1. Children and parents reside in Minato City.
  2. Children are enrolled in a health insurance plan.

Application Procedure

To receive medical subsidy, submit the designated application form to the City Hall with required documents.

  1. Your child's health insurance card. (Copy)
  2. Proof of earnings for the fiscal year 2004.
    * Only for legal guardians of preschool children who became resident in Minato City after January 2, 2004.
  3. Pension enrollment certificate. (Please download the form.)
    * Only for legal guardians of preschool children who are enrolled in employee pension plans and mutual-aid pension plans. (A copy of health insurance card is accepted for those enrolled in health insurance societies and mutual-aid societies.)
  4. Alien registration card.
    * Only when the applicants and their children are foreign residents.

How to Receive Subsidy

Upon receiving application, Minato City issues Infant Medical Certificate (Maru nyu iryo sho) to preschool children and Child Medical Certificate (Maru ko iryo sho) to elementary school and junior high school age children. In principle, you can receive medical care and medicine for your child without paying the personally borne portion of expenses just by showing the health insurance card and medical certificate at medical institutions in Tokyo. As for the fees incurred from medical treatment received outside Tokyo or hospital meals during hospitalization, you must pay the personally borne portion to the medical institution and then submit the designated application form along with the receipt to the City Hall to apply for subsidy. The fee will be reimbursed into your account at a later date.

Child Raising Allowance (Raising Allowance)

Eligibility

A person raising a child up to the end of fiscal year in which his or her eighteenth birthday arrives, and one of the following conditions is fulfilled:

  • The child's parents are divorced.
  • The child's father or mother is deceased.
  • The child's father or mother's life or death is unknown; or the child's father or mother has deserted or has been imprisoned for more than one year.
  • The child was born outside marriage.
  • The child's father or mother has sever disabilities (Level 1-2 Physical Disability Certificate holder or equivalent).

Coverage

  • Monthly payment of 13,500 yen per child.
  • In principle, payment starts from the following month after you applied for the approval of entitlement.
  • In principle, payment is issued three times a year: in June, October, and February. Each payment contains the total amount of the preceding four months. (direct deposit)

* If the guardian has income above a certain level, or if the child is placed in a facility (excluding day care centers and single parent support facilities), allowance is not provided.

Child Raising Allowance (Disability Allowance)

Eligibility

Those raising children under twenty years old who fulfill one of the following criteria:

  • Level 1-2 Physical Disability Certificate holders or equivalent.
  • Level 1-3 Mental Retardation Certificate holders or equivalent.
  • Children suffering from cerebral paralysis or progressive muscular atrophy.

Coverage

  • Monthly payment of 15,500 yen per child.
  • In principle, payment starts from the following month after you applied for the approval of entitlement.
  • In principle, payment is issued three times a year: in June, October, and February. Each payment contains the total amount of the preceding four months. (direct deposit)

* If the guardian has income above a certain level, or if the child is placed in a facility (excluding day care centers and single parent support facilities), allowance is not provided.

Child Rearing Allowance

Eligibility

A mother or a fosterer (if the child does not have a mother, or the mother does not take care of the child) taking care of a child up to the first March 31 following the child's eighteenth birthday (if the child has moderate or severer disabilities, up to under twenty years old) is eligible if the child is placed in one of the following conditions:

  • The child's parents are divorced.
  • The child's father is deceased.
  • The child's father has sever disabilities (Level 1-2 Physically Disability Certificate holder or equivalent).
  • The child's father's life or death is unknown.
  • The child has been abandoned by his/her father for more than one year.
  • The child's father has been imprisoned for more than one year.
  • The child was born outside marriage. (This excludes defacto marriage and equivalent cases.)

Birth outside marriage (excluding de facto marriage): You cannot apply if five years had passed as of April 1, 2003 since the date you fulfilled the abovementioned conditions. You also do not qualify if one of the followings conditions is met:

  • You are a beneficiary, or a relative living with you has income above a certain level.
  • You are eligible to receive public pension benefits (except senior welfare pension benefits).
  • The child is placed in a facility (excluding day care centers and single parent support facilities).

Coverage

  • For one child:Maximum aid of 41,880 yen/month; Partial aid of 41,870-9,880 yen/month
  • For two children:Maximum aid of 46,800 yen/month; Partial aid of 46,870-14,880 yen/month
  • For the third and subsequent children, 3,000 yen is added per additional child.

Depending on your income, you may receive "maximum aid" or "partial aid." * The monthly amount of partial aid is adjusted by 10 yen according to your income.

  • In principle, payment starts from the following month after required application documents are submitted.
  • In principle, payment is issued three times a year: in April, August, and December. Each payment contains the total amount of the preceding four months. (direct deposit)
  • From August through the following July is considered one accounting year. Recipients themselves must renew their eligibility (submit the Current Status Report) at City Hall every year.

Home Help Services during Pregnancy and Childbirth

Home helpers visit homes and provide housework assistance for two-parent families experiencing pregnancy and childbirth that are unable to receive housework or childcare support from family members and other sources and thus have difficulty in daily life. Dispatched home helpers assist in household tasks including meal preparation, cleaning, laundry and childcare.(Single-parent families can use home help services for single-parent families.)

Eligibility

Those who have their residence in Minato City and fulfill one of the following criteria:

  • Currently pregnant, or within one month after delivery date.
  • Currently pregnant with multiple fetuses, or within one year after the delivery date.

Home Visit Hours,Number of Visits

Home visits are available once a day, for two or four hours between 7:00 am and 10:00 pm.

  • Up to twelve times during pregnancy, and up to twelve times after childbirth (within one month after delivery date).
  • For multiple births, up to fifty times in total during pregnancy and one year after the delivery date.

Charge for Services

2 Hours: 1,500 yen 4 Hours: 3,000 yen* Households exempt from resident tax pay half the rate, and households on welfare are free of charge.

To Use the Service

You need to apply for home helper visits to the Child and Family Support Subsection, Child-Care Promotion Center Subsection. Please bring proof of pregnancy and childbirth (a copy of your maternity passbook, etc.). For details, please contact us.
