2016 National Health Insurance Premium Statements and Payment Slips

National Health Insurance (NHI) premium statements and payment slips for the 2016 fiscal year will be sent to heads of households on Wednesday, June 15.

Calculation of Insurance Premiums

Annual NHI premiums are calculated for each household as a unit, based on the number of household members enrolled in the NHI program and the combined amount of their 2015 incomes.

Reduction of Insurance Premiums

For households whose total annual income earned between January and December of the previous year is below a certain level, the equal monthly payments for their NHI premiums can be reduced by 20 to 70 percent.

Whether a household qualifies for a reduction will be determined by total household income. Therefore, residents are required to declare the income of all household members, even in cases when there is no income.

Reduction Measures under the Medical Medical Insurance Service for senior citizens

1) Reductions for low-income earners

For a household enrolled in NHI in which members of that household transferred from the NHI to the Medical Care System for Senior Citizens (MCSSC), reductions will be determined on the basis of the income and number of the person(s) making the transfer.

Even if the number of enrollees in NHI diminishes, the household will be eligible for five years for the same amount of reductions as before the transfer. Although it is not necessary to submit an application, filing the resident tax returns for all members of the household will be required.

2) Reduction measure for former dependents

A reduction will be made when a member of social insurance, civil service employee fraternal aid programs, private school personnel's mutual aid programs, seamen's insurance or other program transfers to the MCSSC and the dependents join the NHI. The dependent must be 65 years old and over. Apply when joining NHI.

Reduction Measure for Involuntarily Unemployed Residents

People who have lost their jobs due to corporate restructuring and other causes are eligible for reduced NHI premiums.

Eligibility

  1. People who have left their jobs due to business consequences on the part of their employers, such as bankruptcy or labor reduction
  2. People who have left their jobs due to specific reasons, for example the expiration of their employment contract.

Bring your certificate of qualification for employment insurance to Minato City Hall to apply.

Mailing of Payment Slips

Minato City Hall sends out a total of 10 payment slips, from June 2016 through March 2017. There are two types of payment slips: one divided in ten separate installments and one for a full payment. Recipients are free to choose the type of payment according to their preference.

Note

Those making payments through automatic withdrawal from a bank, Japan Post bank accounts or by special collection will receive only the premium statement.

Premiums can be paid at banks, post offices and convenience stores, Minato City Hall or each Regional City Office. Please note that payments cannot be made at convenience stores if the amount shown on a single premium payment slip exceeds ¥300,000.

Minato City will review health insurance premiums in case of residents’ join or withdrawal from the NHI or in case there have been other alterations to the amount of resident tax due.
