■ Mayor's Essay

-Record-Breaking Heat and Frequent Natural Disasters-

Hello, this is Masaaki Takei.
Day after day, it is truly hot, and this summer it seems especially severe. If you compare Tokyo’s high daily temperatures with average years for the month of July (from the 1st to the 30th) published by the Meteorological Agency, you can see that only three days were cooler than average this year. The other 27 days were about 4.3ºC higher than average. On Monday, July 23, which had record-breaking temperatures across Japan, it was about 9ºC hotter than the average year.Including that day, there were 5 extremely hot days in July (defined as days with a high temperature above 35ºC), making this summer’s heat quite out of the ordinary.
Almost in tandem with this heat, there have been many people who fall ill, including due to heat stroke.According to reports by the media, the Tokyo Fire Department had 3,383 emergency dispatches on July 23 (including 371 apparent cases of heat stroke), which was the highest number since 1936.
Please stay hydrated and use your air conditioner to maintain your room temperature even more than usual.Additionally, if you are doing outdoor activities or exercise, check the heat index published by the Ministry of the Environment on its Heat Stroke Prevention Information Site. If the heat index is above a certain level, please cancel your activity or exercise.

Nature showed its ferocity last month as well.Due to heavy rain mostly in Western Japan, rivers overflowed, causing flood damage and landslides, causing a major disaster with over 200 dead.Currently, as extreme heat persists in the affected areas, people are working hard to restore their towns and utilities and return to their lives.
Minato City received requests from Okayama Prefecture and Hiroshima Prefecture through the City of Tokyo, and late last month dispatched 6 staff with specialist certifications to Kurashiki and Mihara in order to support issuance of damage certificates and promote hygiene at evacuation centers.Additionally, yesterday (July 31) we visited the Tokyo office of Hiroshima Prefecture, which cooperates with Minato City on peace projects, to offer funds in compensation for damage caused by the heavy rains.
Last weekend, Typhoon No. 12 hit the Kanto region with strong winds and heavy rains.Minato City worked to collect information on the typhoon and set up evacuation shelters in each region on the evening of Friday, July 27. Fortunately, however, there was no major damage.Typhoon season is now beginning. I hope you will take this opportunity to prepare by inspecting the area around your home, cleaning out drain pipes, and checking your hazard map.

In Minato City’s Shibakoen, we are setting up a peace lamp in commemoration of 20 years since Minato City’s Declaration as a City of Peace. This flame will join with others, such as the Tomoshibi Peace Flame in Hiroshima, the Peace Flame in Yame, Fukuoka, and the Nagasaki Oath Flame in Nagasaki. There will be a number of peace-related events held, including Peace Exhibitions at the Minato City municipal offices and four other sites around the city until the middle of the month, and the Peace Gathering hosted on Saturday, August 25 at Libra Hall. I hope you will participate.

The Odaiba ocean swimming, held every summer, will be revamped this summer with cooperation from the city of Paris as “Odaiba Plage” until Sunday, August 5.We aim to create a swimmable ocean at Odaiba as a legacy of the Tokyo 2020 Games. I hope you will visit it.
