Warm Town for Children and Family

Protect the lives of children who cannot live with their parents.

Social care is a system to raise children who are unable to live with their parents due to various reasons under public responsibility. These children live in institutions, child welfare facilities, or with their foster parents.
In Minato City, there are about 40 children who are under social care and most of them live in the facilities.
In infant homes and children’s orphanage, children under 18 years old live together with the staff as “big families.” Children commute to schools from facilities. They enjoy studying, club
activities, hobbies, and participate in local events.
In the foster parenting system, children are welcomed as one of their family and cared in a warm environment. However, even though children need to grow up in a warm, family-based
environment, registration to the foster parenting system is low at this point.
When Minato City opens the Child Consultation Center in April 2021, the City will entrust children who need social care to facilities and foster families. The city will respect the opinion
and care for the future of each child, while also considering how the home environment and child-rearing situation should be. If possible, the city will also support children to return to
their home again.
There are children who need social care living in our community. We would like to ask for your cooperation and understanding for these children.
