■ Mayor's Essay

-We are proceeding with preparations for smooth COVID-19 vaccinations-

Good afternoon, this is Masaaki Takei.
Vaccinations, which are a highly anticipated part of the COVID-19 countermeasures, began in February for medical workers. We can expect the vaccinations to prevent the development of severe symptoms and the outbreak of symptoms such as fevers and coughs.
[Preparations towards COVID-19 vaccinations]
Minato City is making every possible preparation so that residents can receive the vaccine as early as possible.
Vaccinations for elderly people aged 65 and older are due to begin from April 12, 2021, according to the national government's schedule (as of March 1, 2021).
In order to appropriately manage the vaccine and conduct smooth vaccinations, we intend to implement vaccinations en masse in principal at venues within the City, and are securing said venues in each area (Lifelong Learning Center "Balloon," Nishi-azabu Iki-iki Plaza, Akasaka Civic Center, Takanawa Civic Center, Minato Park Shibaura). We will continue to consider the dates for vaccinations at each venue and secure additional venues.
Those persons in care homes and elderly persons accepting home care may not be able to visit venues for vaccinations en masse. Therefore, we will coordinate with commissioned medical staff from facilities, the Tokyo Minato-ku Medical Association and relevant organizations, and implement vaccinations at care homes and through visitations.
Furthermore, we have opened a call center for vaccination reservations and inquiries about vaccinations from today, March 1.
Details are posted and are being updated every day on the specialized webpage on the Minato City Website. Please see the page for more information. The Chat Bot Service on the Minato City Website will automatically respond to inquiries about the vaccine 24 hours a day. Please also make use of this service.

The declaration of a state of emergency in relation to COVID-19 is still continuing. Infections are spreading due to droplet infections and close contact. In order to contain the spread of infections, please continue to be mindful of infection prevention measures, such as wearing masks, washing hands, and ensuring distance between other people to avoid the Three Cs (Closed spaces with poor ventilation, Crowded spaces with many people nearby, Close-contact settings).

[Minato City Basic Plan]
From next month, April, the new Minato City Basic Plan for the next six years from FY2021 will start. This is the highest priority plan of the City, and will become the policy when advancing financial and administrative operations in all fields of City administration.
When formulating this plan, we proceeded with considerations while reflecting the opinions of residents, received from the "Minato Town Forum," where residents can participate and make recommendations to the mayor, resident briefing sessions, and public comments, to the highest extent possible level.
We will use the Basic Plan as a roadmap to overcome the COVID-19 crisis and clear the way for a bright future, and realize the goal of "Minato City, a place where all are welcome and all can take pride in their local communities," together with the residents.

[10 years from the Great East Japan Earthquake]
On March 11 this year, we will reach the 10th anniversary of the Great East Japan Earthquake, which claimed many precious lives and caused vast amounts of damage. We pray for the repose of those who lost their lives, and offer our sincere condolences to all those affected by the disaster.
On February 13 this year, a magnitude 6 earthquake struck Fukushima Prefecture and Miyagi Prefecture, and increased alertness to another large-scale earthquake.
As part of infection prevention measures for evacuation shelters, an urgent issue for the City, we will create a "Manual on Infection Prevention Measures at Evacuation Shelters," and we are preparing supplies such as partitions, tents for those with fevers, and non-contact thermometers.
In order to increase individual evacuation space, we are holding discussions on the use of metropolitan facilities and hotels, as well as gaining the cooperation of temples and resident buildings, so as to secure more evacuation shelters as early as possible, and ensure they are prepared for earthquakes and infection crises.

Thank you very much for reading the news letter.
