■ Mayor's Essay

--Fierce typhoons that hit the Tokyo metropolitan area - be fully prepared for storm and flood damage

Hello, this is Masaaki Takei.
Overcast skies continued throughout October. Tokyo is often hit by heavy rains. Especially in the case of Typhoon No. 19, when the first special heavy rain warning was issued for Tokyo since the special warning was created by the Japan Meteorological Agency in 2013, people were reminded of how scary “storm and flood damage” caused by torrential rains can be.
The Minato Citizens' Festival was scheduled for October 12th (Saturday) and 13th (Sunday), but because it was difficult to ensure safety at the venue and also because it was necessary to reach a decision at an early stage in order to minimize the preparation costs for each exhibit group, we decided to cancel on the 9th (Wednesday), 3 days before the event.
In addition, on the 11th (Friday), before the full-scale storm hit the area, the city opened six voluntary evacuation shelters for those who felt unsafe at home.At 9 am on the 12th (Saturday), the voluntary evacuation shelters were changed into evacuation centers when an “Alert Level 3 - Notice to Prepare for Evacuation / Commence Evacuation for Elderly and Disabled People” was issued because there was an increased risk of landslides. In the end, they accepted 222 evacuees at 18 shelters.
Thanks to the early actions taken by residents, there were no major disruptions in the city, but a new, revised “inundation hazard map” will be distributed to all households in mid-October in preparation for possible storms and floods. We are also considering adding an inflatable boat to the equipment subsidy menu for disaster prevention community organizations. We ask that you promptly take measures to prevent flood damage, such as cleaning the drains and gutters of your home, checking flood hazard maps, and making sure you know how to contact family members in the event of an emergency. In addition, although no major damage has been confirmed in the city so far, the city is making efforts to assess the damage, so city residents and business owners who have sustained damage should contact city authorities.

On October 22nd (Tuesday / Holiday), guests from all over the world came to Tokyo to attend the coronation. Some of the guests visited various parts of the country in the days before and after the ceremony. On Monday the 21st, a delegation, including the President of the Federal Republic of Austria and his wife, visited Minato Park Shibaura.President Alexander Van der Bellen visited the smart energy center in the basement of the facility and commented that, “it’s terrific that the energy supply for a regional hospital, school, and City Office comes from within that region.”
On the 23rd (Wednesday), the wife of the Ukrainian President and the wife of the Ukrainian Ambassador to Japan will come to the “Minato Public Health Center” and “Children and Families Support Center” to see administrative services for expectant and nursing mothers and infants as well as designs for people with disabilities. The Ukrainian first lady commented that, “I would like to make the most out of our visit today, And create this kind of facility in Ukraine.”
In addition, deputy mayor Jean-Francois Martins of Paris, who came to Japan to observe the Rugby World Cup and the Tokyo 2020 test event, visited Minato Park Shibaura on the 30th (Wednesday), to see the low carbon and barrier-free projects as well as the sports center. The deputy mayor commented that, “the facility is spectacular, like something out of a dream.”
I think that the number of tourists visiting Minato-ku from overseas will increase in the run-up to the Tokyo 2020 Games, and we should regard this as a great opportunity to let the world know about our city.

Thank you very much for reading the news letter.
