■ Mayor's Essay

-The beginning of a new term of office: A city where everyone can live comfortably and has love and pride in their community-

Hello, this is TAKEI Masaaki.

I received the support of a large number of residents in the Minato City Mayoral Election held on Sunday, June 7, and I will continue to assume the heavy responsibility of managing the city government as mayor.
Conditions during this election period were unpredictable, with society as a whole being asked to take action to prevent the spread of COVID-19 by avoiding the 3 Cs; confined spaces, crowded places, and close contact with people.Against that backdrop, voter turnout exceeded 30 percent, more than five percentage points higher than last time.I believe this is a sign of the high expectations that the residents have for the city government, including the measures taken to deal with COVID-19.A new four-year term began on Sunday, June 28.We will do our best to improve the lives of all residents in the city.

Since the first case of COVID-19 was confirmed in Japan on Wednesday, January 15, approximately 18,000 people have been infected and more than 900 people have died nationwide. In Minato City, the number of infected people increased rapidly from the end of March to early April. As of Sunday, June 21, the total number of reported cases of infection in the city had reached 379.
Since the declaration of the state of emergency on Tuesday, April 7, emergency measures in Tokyo have lasted around 50 days. This period is a starting point that includes the start of the school year and the beginning of careers for many. Golden Week, which is a time to refresh yourself, was also during this time.An unprecedented behavioral change in daily life was required to prevent infection. As a result of the strong will, solidarity and autonomous action of each individual resident in the city, the number of infections decreased and the emergency measures were lifted on Monday, May 25.A big thank you to all of you for your help.

We are aware of the fear and difficulty of dealing with infections for which there is no established treatment or prevention. “With Corona.”To live with COVID-19, we must practice new lifestyle habits, such as washing our hands thoroughly, wearing masks and avoiding the 3 Cs. We must aim for a society that balances the prevention of the spread of infection with social and economic activities. To date, a total of 38.7 billion yen has been secured through the use of reserve funds and three supplementary budgets. The city is taking various measures to prevent the spread of infection and to protect its industries and residents' lifestyles, such as speeding up PCR testing by private laboratories, taking care of children whose parents are infected with COVID-19, providing special interest-free loans to small and medium-sized businesses in the city, subsidizing the rent of stores and other facilities for tenant owners, and providing special fixed-rate benefits.
At the 2020 Second Regular Meeting of the Minato City Council, which is now in session, a total of 1.56 billion yen was appropriated as the fourth supplementary budget for this fiscal year, including support for the issuance of 1 billion yen in gift certificates with a premium which can be used in Minato City to revitalize the shopping districts.
Going forward, the rapid economic downturn caused by COVID-19 is expected to have a significant impact on the city's financial management.Despite this situation, the city will utilize the funds accumulated so far and seek financial support from the national government and the Tokyo Metropolitan Government, and will not hesitate to take necessary emergency measures to support residents' lives, recover the city's economy, and address the health crisis.

We've already been experiencing days of extreme heat during June in Tokyo, and the summer season is almost upon us.Wearing a mask in hot and humid conditions increases the risk of heat stroke. If you can secure a sufficient distance from people outdoors, we recommend taking off your mask and drinking plenty of water.

Please refer to the Ministry of Health, Labour and Welfare's website for tips on how to prevent heat stroke in this new lifestyle.
