Support for Single-Parent Families

 

Minato City has various systems to support single-parent families.

Child-rearing Allowance (Jido Fuyo Teate)

The Child-rearing Allowance is paid to fathers, mothers, or rearers caring for children who meet any of the criteria 1 to 8 listed below.

Benefit period: Until the first March 31 after the child’s 18th birthday
* If the child has a moderate or more severe physical or mental disability, the benefit period is until the child’s 20th birthday.

Amount of allowance: Differs by income.

  1. Parents are divorced.
  2. Child’s father or mother is deceased.
  3. Child’s father or mother is seriously disabled (Shintai Shogaisha Techo (Certificate of the Physically Disabled) Class 1 or 2, Ai-no-Techo (Certificate of the Intellectually Disabled) Class 1 or 2) or has serious mental disability (as determined by the prescribed diagnostic report).
  4. Child’s father or mother is missing.
  5. Child’s father or mother has abandoned the child for one year or longer.
  6. Child’s father or mother has been under a DV protection order.
  7. Child’s father or mother has been legally imprisoned for one year or longer.
  8. Child was born out of wedlock.

* If the prospective recipient’s income exceeds a certain amount, or if the child has been institutionalized in a child welfare facility excluding day care centers such as a nursery school, this allowance will not be paid.

Child Support Allowance (Ikusei Teate)

The Child Support Allowance is paid to fathers, mothers, or rearers caring for children who meet any of the criteria 1 to 8 listed below.

Benefit period: Until the first March 31 after the child’s 18th birthday

Amount of allowance: ¥13,500/month per child

  1. Parents are divorced.
  2. Child’s father or mother is deceased.
  3. Child’s father or mother is seriously disabled (Shintai Shogaisha Techo (Certificate of the Physically Disabled) Class 1 or 2, Ai-no-Techo (Certificate of the Intellectually Disabled) Class 1 or 2) or has serious mental disability (as determined by the prescribed diagnostic report).
  4. Child’s father or mother is missing.
  5. Child’s father or mother has abandoned the child for one year or longer.
  6. Child’s father or mother has been under a DV protection order.
  7. Child’s father or mother has been legally imprisoned for one year or longer.

Medical Expense Subsidy for Single-Parent Families

The Medical Expense Subsidy for Single-Parent Families covers a portion of the medical treatment costs paid by fathers, mothers, or rearers caring for children who meet any of the criteria 1 to 8 listed below.
*Subsidy amounts differ by income.

Benefit period: Until the first March 31 after the child’s 18th birthday
* If the child has a moderate or more severe physical or mental disability, the benefit period is until the child’s 20th birthday.

Other Forms of Support for Single-Parent Families (Single-father Families and Mother-child Families)

  1. Individuals in households receiving the child-rearing Allowance (Jido Fuyo Teate) can receive free passes for metropolitan Toei transportation services (metropolitan buses, trains, and subways) and free passes for the Minato City Community Bus (Chii Bus). The free passes can also be used for Daiba Shuttle Bus (Odaiba Rainbow Bus). These individuals are entitled to discounts on JR commuter pass.
  2. The city has a system for sending out home-helpers or babysitters to single-parent families having trouble with daily life due to the parent's temporary illness or other reasons. The recipient of these services will be responsible for a portion of the cost based on their household income in the previous year.
  3. Support is also available for single-parent families for activities promoting everyday stability, such as a loan program for various kinds of funds, job hunting, obtaining professional certifications, etc.
  4. To promote the independence and stability of mother-child families, the city has established facilities where mothers and their children can live together.
