Subsidy Programs for Children’s Medical Treatment Costs
Medical Expense Subsidy for Children
This subsidy helps cover out-of-pocket medical treatment costs for inpatient or outpatient hospital care provided to children from birth to their third year of high school until the first March 31 after the day they reach the age of 18 (excluding procedures not covered by health insurance).
How to apply:
- Apply for Medical Care Certificate for Infants and Children. A health insurance card of the relevant child is required at the time of application.
- Present the child’s health insurance card and the infants (children) medical care certificate to a medical institution in Tokyo. Generally, the child can receive examination and prescriptions without paying the out-of-pocket portion.

Special Medical Care
Medical treatment costs are subsidized for infants who are determined that hospitalization is needed. All or part of the medical treatment costs are exempted. Admission to a designated medical institution is a requirement.
Eligibility: Infants with a birth weight of less than 2.000gram, or infants whose vitality is particularly weak and showing certain symptoms.

Institutional Medical Care
If a child under the age of 18 needs to be hospitalized for treatment of tuberculosis, the medical treatment costs will be provided.

Child-rearing Medical Care
The medical treatment costs for inpatient or outpatient hospital care provided to children under 18 with a physical disability at designated hospitals are subsidized.
Eligibility:
- Children with an orthopedic impairment, visual, hearing, equilibrium, vocal, speech, or eating impediment
- Children who require surgeries for coronary disease, kidney disease, congenital visceral disease, or liver dysfunction

Medical Expense Subsidy for Infantile Chronic Diseases
The medical treatment costs are subsidized when children under 18 have developed certain diseases.
Eligible disease (Infantile chronic diseases)
Malignant neoplasm, chronic kidney disease, chronic respiratory disease, chronic heart disease, endocrine disorders, collagen disease, diabetes, congenital metabolic disorders, chronic blood/immune disorders, nervous system disorders, muscular disorders, and chronic digestive disorders
