FY2025 Budget Has Been Finalized

A Budget That Values Each Individual’s Life and Advances Toward a Hopeful Future

The FY2025 budget focuses on four priority measures: “measures to realize a happy city where children can grow up healthily,” “measures to realize a city where everyone can live true to themselves and maintain good physical and mental health,” “measures to realize a city where residents can continue to live with peace of mind,” and “measures to realize a city with vibrant communities and spreading prosperity.” We will actively work on these priorities.
The general account budget for FY2025 is ¥204.32 billion, and the total budget amount, combining the general account with three special accounts, is ¥256.03 billion.
In this budget special issue, to help residents understand the content of the FY2025 budget as something relevant to their daily lives, we explain the four priority measures outlined in the budget formulation policy.

Four Priority Measures in the FY2025 Budget

The following explains the main initiatives for each of the four priority measures outlined in the budget formulation policy.

Priority Measure 1
Measures to Realize a Happy City Where Children Can Grow Up Healthily: ¥18,244 million

We will realize a city with sufficient childcare support where people can give birth and raise children with peace of mind.

Babysitter Usage Support Project

We will subsidize part of the costs related to the use of matching-type babysitters* to make it easier for parents to use babysitters more flexibly.
*Babysitters that users can select directly.

We will realize a city where children and families needing consideration are supported, and where children and young people can live with hope.

Promotion of Special Needs Education

To ensure that students who need support do not feel difficulties in school life and can engage in learning enthusiastically, Special Needs Assistants will be assigned to all municipal elementary and junior high schools.

 

We will realize a city with enhanced, attractive learning support that nurtures children’s diverse potential.

School Supplies Free of Charge Project

To enable students to develop their individual abilities in a good educational environment, we will make school supplies for municipal elementary and junior high schools free of charge.

 

Priority Measure 2
Measures to Realize a City Where Everyone Can Live True to Themselves and Maintain Good Physical and Mental Health: ¥7,854 million

We will realize a city where diversity—including age, disability status, and nationality—is respected, and where everyone has a place to be themselves without isolation

Community-Fostered Japanese Language Learning Support Project

To create opportunities for foreigners living in Japan to learn Japanese, we will expand Japanese language classes and Japanese language salons, open Japanese classes for children, and newly establish basic Japanese exchange courses.

 

We will realize a city where elderly and disabled people can receive the necessary support when they need it and can live without anxiety even as they age

Promoting the Appeal of Caregiving Professions

To help care facilities secure human resources while promoting the appeal of the facilities and the caregiving professionals who work there, we will implement a free trial of a matching service with volunteers.

We will realize a city with a long healthy life expectancy that supports building a healthy body

Citizens Health Check

We will add residents aged 16-29 to the resident health examinations that were previously conducted for those aged 30-39, supporting health promotion across all generations.

Priority Measure 3
Measures to Realize a City Where Residents Can Continue to Live with Peace of Mind: ¥6,606 million

We will realize a city where disaster preparedness is thorough, community disaster prevention and crime prevention capabilities are high, and people can live with peace of mind

Disaster-Time for People Requiring Assistance Evacuation System Development Project

To advance the evacuation system development for people requiring assistance during disasters, we will proceed with restructuring, including examining the operation of welfare evacuation shelters and promoting the disaster-time registration program for people requiring assistance.

 

We will realize a city with a safe and comfortable living environment where people can continue to live for many years to come

Animal Consultation and Guidance

We will appoint an “Animal Policy Supervisor” with specialized knowledge about animals, strengthen awareness of lifelong pet ownership, and begin a project to support the protection and adoption of pets that are in situations where continued care is difficult.

We will realize a clean city where decarbonization is accelerated by promoting energy efficiency and conservation using advanced technology, as well as protecting and increasing greenery

Energy Efficiency and Conservation of City Facilities Using Advanced Technology

To enable further energy efficiency and conservation in city facilities, we will introduce an air conditioning optimization service utilizing AI.

Priority Measure 4
Measures to Realize a City with Vibrant Communities and Spreading Prosperity : ¥8,807 million

We will realize a city where the community is revitalized through art-decorated streets, internationality, history, and sports

MINATO Comprehensive Study Abroad Project

We will create opportunities for children in the city to deepen their understanding of foreign languages and cultures through homestay experiences at the homes of foreign residents in the city.

 

We will realize a city where industry and tourism develop by maximizing the city’s potential, including regional resources that attract concentrations of businesses and people

Support for Issuing City Gift Certificate

To revitalize shopping districts in the city, we will subsidize part of the expenses related to the regional currency project that the Minato City Shopping Street Association implements using an app and the issuance of city gift certificate in the city.

 

We will realize a city that provides convenient, high-quality city office services adapted to changing times

Promotion of DX Toward the Realization of a Digital Society

To realize the city administration that enhances residents’ convenience through the promotion of DX, results are issued online to the applicant.
