Enrollment Procedures for Foreign National Children Entering School in April 2027

Applications are now being accepted for foreign national children who wish to enter a Minato City municipal elementary or junior high school in April 2027.
Information on enrollment procedures was mailed at the end of September to families with resident registration in Minato City. Minato City has a School Choice System.
After completing the enrollment procedures, you will receive a School Choice Request Form and other related documents. If you have not yet applied for enrollment, please do so as soon as possible.
Even after the application deadline for the School Choice System, children may still enroll in their designated school based on their residential address or in a school that does not require a lottery.
Enrollment Procedures
Applications are accepted at the School Affairs Section on the 7th floor of Minato City Hall. Please bring the residence cards of the child and one parent or legal guardian. If you require interpretation assistance, please arrange to be accompanied by someone who can interpret, if possible.
School Choice System
As a general rule, children attend the school designated for the school district in which they live. However, Minato City has a School Choice System that allows families to choose another school if they wish.
Eligibility
Children who live in Minato City and will enter the first grade of a Minato City
municipal elementary or junior high school in April 2027:
Elementary school: Children born between April 2, 2020, and April 1, 2021
Junior high school: Children born between April 2, 2014, and April 1, 2015
Schools You Can Choose
For elementary school, you may choose from designated neighboring schools (see Table 1). For junior high school, you may choose from any municipal junior high school in Minato City (see Table 2).
Please note that some schools may not be able to accept students from outside their school districts due to an increase in the number of children living within the district or other circumstances.

Lottery
If the number of applicants exceeds the number of students a school can accept, a lottery may be held for applicants who live outside the school’s designated district.
Points to Consider When Choosing a School
- Children should commute to school on foot or by train or bus. Commuting by bicycle or being driven to and from school by car is not permitted. Since children travel to and from school every day, please consider the burden of the commute when choosing a school. Please also check the safety of the route to school in advance.
- School activities are supported by the understanding and cooperation of parents, guardians, and members of the local community. After your child enters school, please actively participate and cooperate in school events, PTA activities, community events, and other activities.
- If you would like to visit a school before making your choice, please contact the school directly (see Tables 1 and 2).
School Choice Request Form and School Health Checkup Notice
After you complete the enrollment procedures at the School Affairs Section, a School Choice Request Form and other related documents will be mailed to you. For children entering elementary school, a School Health Checkup Notice will also be enclosed. If you do not receive the documents or lose them, please contact the School Affairs Section.
School Guidebook
The school guidebook is available at the School Affairs Section (7th floor of Minato City Hall), the Counter Services Subsection, Residents Support Section of each Regional City Office, and the Daiba Annex. It is also available on the Minato City website.

English Support Course (Nanzan Elementary School and Higashimachi Elementary School)
Nanzan Elementary School and Higashimachi Elementary School offer an English Support Course (ESC) where children who hold only foreign nationality and are expected to stay in Japan for approximately two years can take classes in English. Each grade accepts up to 10 students.
One instructor proficient in English is assigned to each grade to help foreign national children feel comfortable participating in activities together with Japanese children.
Japanese Language Classes (Azabu Elementary School, Kogai Elementary School, and Roppongi Junior High School)
Japanese language classes are available at Azabu Elementary School, Kogai Elementary School, and Roppongi Junior High School for foreign national and returning Japanese students attending Minato City municipal elementary and junior high schools who need additional support with Japanese. The classes provide instruction and support in the Japanese language and everyday life in Japan.
Students attend regular classes at their own schools and go to a Japanese language class at designated times, generally one or two days a week for approximately two hours per day.
Elementary school students who attend another school must be taken to and from the Japanese language class by a parent or guardian.
Minato City is also preparing to establish a Japanese language class at Takamatsu Junior High School beginning in FY2027.
International Native Course for English at Roppongi Junior High School

Roppongi Junior High School offers an International Native Course as part of its “International English” classes for students in all grades. The class is held once a week.
The course offers high-quality classes where foreign national students and students with advanced English skills can excel and further develop their English abilities.
