Welfare Services for Senior Citizens

 

Minato City offers a variety of welfare services for senior citizens, as described below. Those wishing to take advantage of these services are required to complete the necessary procedures, corresponding with the contents of the services desired, at the relevant sections at Minato City Hall, etc.

 

Celebration of Longevity

Minato City holds an event celebrating health and long life for city residents aged 75 and older. The city also gives kotobuki (longevity) gift certificates to senior residents and arranges visits to seniors who have reached the age of 100.

Beauty and Barber Services, etc.

Visits are made to the homes of Minato City residents aged 65 and older who have been certified as need-for-care level 3 or higher and who have problems performing everyday activities. Helpers provide grooming services (for a fee of 500 yen per session, for up to 6 sessions a year)and the drying and sterilization of bedding (for a fee of 50 yen to 300 yen per session, 12 sessions a year, one of which is a rinse with water only session).

Meal Services

Minato City provides residents aged 65 and older living alone or in an all-senior household with group meal services at Iki-iki Plazas, Daiba Senior Citizens' Home Care Service Center, and Shibaura Island Children and Senior Citizens Plaza (for a fee of 400 yen or less per meal, or 200 yen or less for recipients of public welfare assistance), and meal home delivery services (for a fee of 270 yen to 480 yen per meal). Meal services are also offered to households comprising only seniors and disabled individuals.

Wheelchair Rentals

The Minato Council of Social Welfare, as well as local "Wheelchair Stations", rent wheelchairs to seniors and others residing in Minato City if they temporarily require the use of a wheelchair due to an injury, etc., for short-term rentals (maintenance and management fees are free up to seven days); general rentals (up to three months: 1,000 yen for maintenance and management fees); and an extended rental (up to three additional months: 500 yen for maintenance and management fees).

However, if the rented wheelchair is not returned within the short-term rental period, the rental status will automatically change to a general rental and will incur maintenance and management fees. There is an exemption program for households receiving public welfare assistance.

Individuals certified as requiring care (need-for care levels 2–5) can borrow wheelchairs under their long-term care insurance plan.

Domestic Assistance Service

Home helpers are dispatched to provide assistance with household chores such as laundry, house cleaning, and shopping to support the independence of individuals aged 65 and older living alone and who face problems performing everyday activities, and in households where all members are aged 65 and older (for a fee based on the user’s income). Services are offered to independent individuals, those eligible for the comprehensive program based on a basic checklist, and those certified as need-for-support levels 1 and 2 under the Long-Term Care Insurance Law.

* Priority is given to home-visit services under the long-term care prevention and everyday life support comprehensive program for individuals eligible for the comprehensive program and those certified as need-for-support levels 1 and 2.

Welfare Taxi Service

These services are for city residents aged about 65 and older who have problems using ordinary public transportation and long-term care insurance secondary insured individuals certified as requiring long-term care, need-for-care level 1 and above. A city-contracted taxi company operates a taxi equipped with a lift to transport individuals who are bedridden or in a wheelchair. Users must register in advance at the counter to take advantage of this service. (Users are responsible for paying the fare, just as with a taxi.) If you need a qualified helper in addition to a driver, please state your request at the time of booking (you will be responsible for bearing the cost of hiring the helper).

Free Passes for the Minato City Community Bus (Chii bus)

City residents aged 70 and older, who are exempted from resident tax, and who hold a Tokyo Silver Pass, can receive free bus passes for the Minato City Community Bus (Chii-Bus), which can also be used to ride the Daiba Shuttle Bus (Odaiba Rainbow Bus). Free of charge.

Silver Pass

The Tokyo Metropolitan Government issues Silver Passes to residents aged 70 and older entitling them to use metropolitan buses, trains, subways, and privately operated buses in Tokyo free of charge. Some recipients may be responsible for paying part of the costs, depending on their resident taxation status.

First Aid Calls System

When Minato City residents aged 65 and older living alone or in an all-senior household face an emergency situation such as illness or fire, trained security officers are dispatched to confirm the safety of the individual and to provide rescue services. The user is responsible for a monthly payment of 400 yen. *This service is free for public welfare assistance recipients and those exempted from resident tax.

Missing Person Search Service

When a senior citizen wanders away and becomes missing as a result of dementia, a search is conducted 24 hours a day, and the family is notified of his or her whereabouts. Those eligible for this service are seniors aged 65 and older who have been identified as needing a locating device, and who have a family member able to retrieve them once they have been found. (For a fee of 500 yen per month and 3,000 yen per emergency service)

Support program to locate straying elderly, dementia-afflicted, etc.

Through the distribution of key chains encoded with registration numbers and iron-on patches, the identification of the elderly who wander from home due to dementia, etc. can be confirmed when they are found. This service is available to those who have a caregiver, etc. who is available to pick them up. In addition, the registered user may enroll in dementia-afflicted elderly, etc. liability insurance covering accidents caused by wandering.

Emergency Medical Information Kit

Information regarding your regular medical facility, medicine dosages, chronic diseases, and necessities in case of emergency should be put in a special "Emergency Medical Information Kit" container and placed in the refrigerator, so that it will be readily accessible in the case of an emergency when 119 has been dialed.
