Minato City to Launch Open Nursery Attendance Program for All Children

Minato City will implement its original Open Enrollment Childcare Program, which provides regular childcare several days a week for children from at-home child-rearing households who are not using childcare or early education facilities.
The program aims to offer children opportunities for experiences different from those at home and to support their healthy growth and development.

Eligibility

Anyone who meets all of the following conditions

1) The child is registered as a resident and currently lives in Minato City.
2) Born between April 2, 2023 and October 1, 2025 (at least six months old).
3) Able to begin using the program in April.
4) Not enrolled in a kindergarten, licensed nursery school, certified childcare center, or regional childcare service as of April 1, 2026.

April to September, 2026

Implemented Facilities

23 facilities in the city including municipal and private schools, and kindergartens.

By mail or online application
January 26 (Mon.) to February 17 (Tue.) (must arrive by the deadline).
Submit in person
January 26 (Mon.) to February 20 (Fri.) by 5:00 p.m.

Notes

• If applications exceed the capacity, a lottery will be held on March 5 (Thu.).
• This program requires two applications: an eligibility certification and a use application.
• Those applying for private kindergartens must apply directly to the school.
