Supports for People Who Face Difficulties in Making a Livelihood

Public Livelihood Assistance System

The public livelihood assistance system provides necessary assistance to people living in poverty. Its purpose is to ensure a minimum standard of living and to promote the independence of welfare recipients. The amount of public welfare assistance provided (protection cost) is the difference between the national standard and their actual income. Foreign residents may be entitled to benefits under the public livelihood assistance system, if their visa status and other conditions meet the standard. For details, contact the Regional City Office nearest your home.

  • Household income falls below the national standard.
  • Unable to maintain their lifestyle even after using their assets, work skills, and other resources.

Independence Support Program for People Living in Poverty

A consultation counter has been established for those living in poverty, and who are in the prior stage of becoming the recipients of the public livelihood assistance. Professional consultants will provide support towards independence, such as job hunting, review of household budgets, etc.

Welfare Fund Loan

For low-income households and households with a disabled individual or a senior citizen requiring nursing care, Minato City provides necessary public loans. Welfare Workers and Welfare Workers for Children in the household's area of residence provides consultations. This program has been established with the aim of promoting everyday stability and financial independence.
