MINATO DOG & CAT Declaration: Creating a Community Where People and Pets Can Live Together Safely and Comfortably

The MINATO DOG & CAT Declaration will launch on October 1, 2026, to encourage dog and cat owners to reflect on their responsibility to care for their pets throughout their lives and to live considerately with those around them.
Pets are irreplaceable members of the family. As the number of people living with pets continues to grow in Minato City, creating a community where people and animals can live together safely and comfortably has become increasingly important. At the same time, challenges remain,
including proper etiquette when walking dogs, responsible cat ownership, and disaster preparedness.
The MINATO DOG & CAT Declaration was developed under Pet Administration Supervisor, a licensed veterinarian and the only official of this kind among Tokyo's 23 wards. The Declaration sets out 10 basic responsibilities and good practices that dog and cat owners are expected to follow.
By supporting and signing the Declaration, pet owners are encouraged to review their daily care of their pets, deepen their knowledge, and adopt responsible practices.
The Declaration reaffirms the basic responsibilities of pet ownership,
including registering dogs, ensuring that dogs receive annual rabies vaccinations, implanting microchips,
providing lifelong care, and arranging for someone to care for pets if the owners are no longer able to do so.
The Declaration also encourages practices that help people and pets live together harmoniously, such as having dogs relieve themselves at home before walks, always keeping dogs on a leash, keeping cats indoors,
preparing emergency supplies for disasters, and providing pets with appropriate training on a regular basis.
Dogs and cats whose owners support and sign the Declaration will be registered as a MINATO DOG or a MINATO CAT.
Registered owners will receive an original identification plate and a registration booklet for their dog or cat.

Responsible pet ownership helps create a community where people and animals can live together safely and comfortably. Through the MINATO DOG & CAT Declaration, Minato City aims to build a community where everyone can enjoy a better quality of life.

Eligibility Requirements

• The dog or cat and its owner must both be registered with a Minato City address in the Ministry of the Environment's Dog and Cat Microchip Registration System.
• For dogs, the owner must have received the FY 2026 rabies vaccination certificate tag.

Who Can Apply

The person registered as the owner of the eligible dog or cat in the Dog and Cat Microchip Registration System.

Application

Applications will be accepted from Thursday, October 1, at the Life Hygiene Counseling Section, Life Hygiene Counseling Subsection of the Minato Public Health Center.
Please bring your pet's 15-digit microchip number.

*You do not need to bring your dog or cat when applying.
