Be Prepared to Stay Safe at Home in an Emergency: Why Sheltering at Home Matters

Sheltering at home means remaining in your home after a disaster, rather than going to an evacuation shelter, provided your home has not been damaged by collapse, fire, or other hazards. In Minato City, sheltering at home is the recommended option whenever it is safe to do so. The key to ensuring safety and comfort while sheltering at home during a disaster is being well prepared in advance. Please take this opportunity to review your emergency preparedness plan and make sure that you have what you need.

Why Is Sheltering at Home the Recommended Approach?

More than 90% of households in Minato City live in apartment buildings or other multi-family dwellings. These buildings are designed to meet earthquake-resistance standards; therefore, they are generally at low risk of collapse during a major earthquake. Sheltering in your own home allows you to remain in familiar surroundings with greater privacy, which helps to minimize stress and reduce the risk of infectious diseases while making it easier to maintain daily life activities during an emergency. However, if your home has been damaged by collapse, fire, or other hazards, do not hesitate to evacuate to a designated Minato City evacuation shelter.

Basics of Sheltering at Home in an Apartment Building

●Do not flush water
Avoid flushing toilets or using water from the taps in the sinks and other plumbing fixtures until the sewer system is confirmed as safe to use. Doing so may cause leaks or sewage to back up.

●Avoid using elevators
Aftershocks may cause elevators to stop, leaving passengers trapped inside.

●Keep your garbage at home
Garbage collection services may be suspended after a disaster. Store your garbage at home until collection resumes instead of taking it to the collection point.

●Cooperate with emergency response efforts
Many tasks need to be accomplished to help restore your apartment building after a disaster. Please cooperate whenever possible.

●If you need to leave your home for an extended period
Evacuating for a long time without notifying anyone may delay emergency repair work because your absence cannot be confirmed.
Before evacuating, switch off all circuit breakers, shut off the gas and water supply, and notify your condominium management association or building manager.

Essential Supplies for Sheltering at Home

Prepare enough emergency supplies to last for seven days in case the water, electricity, and gas lifelines are disrupted.
Examples of Emergency Supplies (Recommended Amount per Person)

  • Food: Three meals per day
  • Drinking water: 3 liters per day
  • Portable toilet bags: Five uses per day

*If you have pets, be sure to stock up on emergency supplies for them.
