Minsei-iin and Jido-iin — Friendly local advisers supporting community welfare —

What is Minsei-iin and Jido-iin?
As declining birthrates and the shift to nuclear families weaken local ties, more people, such as older adults, persons with disabilities, and those raising children or providing care, are becoming isolated because they have no one to consult. The Minsei-iin and Jido-iin (Welfare Commissioners/Child Welfare Commissioners) serve as approachable local advisers and a link to the relevant agencies. The commissioners are appointed by the Minister of Health, Labour and Welfare under the Minsei-iin Act and are legally required to maintain the confidentiality of all consultation details.
In addition, Chief Child Welfare Commissioners specialize in consultations about children.
Currently, 123 commissioners are active in Minato City.
What kind of consultations can you have?
Examples of consultations:

- I live alone and feel anxious
- I’m exhausted from caregiving
- Childrearing is difficult
- I’m struggling with living expenses
- School life is hard
- I want to know about welfare services
What kinds of activities do they do?
• Monitoring activities in cooperation with city programs
Every year the city conducts a survey of older adults (over 65 years old) living alone. The survey collects contact information and is conducted to help prepare for emergencies. Minsei-iin/Jido-iin assist with home-visit surveys of people aged 75 and over. They also help deliver Kotobuki Shopping Vouchers (citywide gift certificates) celebrating the longevity and health of seniors.


• Tanpopo Club
A place for children aged around 0–4 and their parents/guardians to meet and interact. The club is currently accessible at 10 childrearing support facilities in the city, such as children’s centers.
Minsei-iin/Jido-iin help facilitate exchanges, so please feel free to drop by and play.

The city’s Minsei-iin/Jido-iin Council is divided into five districts, and each commissioner works in their assigned area. If you experience any problems, are worried, or don’t know where to seek advice, please feel free to contact the Minsei-iin/Jido-iin in charge of your neighborhood.
