National Health Insurance System

 

Under Japanese law, all residents are required to enroll in the public health insurance scheme to ensure that they can receive secure health care in the event of an illness or injury. National Health Insurance (NHI) is a mutual aid system of public health insurance in which the insured pays premiums in accordance with their income in the previous year.

 

Who Must Subscribe to NHI?

Those who have registered themselves as residents of Minato City, in compliance with the Basic Resident Registration Law, must subscribe to NHI.

* If you have a Certificate of Coverage issued by a country that has a Social Security Agreement with Japan, you are exempt from subscription.

 

Who Is Ineligible for NHI?

People to whom any of the following apply may not subscribe to National Health Insurance.

  1. Individuals who are subscribed to public service health insurance in Japan
  2. Individuals who are enrolled in the Medical Care System for Senior Citizens (aged 75 years or over)
  3. Individuals who are not registered as residents of Minato City
    1. Those whose period of stay is less than 3 months
    2. Those whose status of residence is "Temporary Visitor".
    3. Those whose status of residence is "Diplomat", etc.
  4. Individuals who are receiving public welfare assistance

 

Notifications on NHI

If you are to enroll in or withdraw from NHI, notify city hall within 14 days of becoming eligible or losing eligibility for NHI. Those registered as residents of Minato City who meet any of the criteria listed below need to visit Counter Services Subsection, Residents Support Section of each Regional City Office (or Consultation Subsection of Shiba Regional City Office) to complete procedures. Filing reports is the responsibility of the head of the household. If you delay completing the necessary procedures, you will have to pay insurance premiums for the period going back to the month in which you became eligible for NHI.

* When filing NHI-related reports, you are required to enter your Individual Number and present proof of identification. Bring the Individual Number Card or notification card and seal (if you do not have one, signature is acceptable) of the head of the household and applicable family members.

 

Enrolling in the NHI Scheme
If you: You’ll need:
Move to Minato City Residence card, Special permanent resident certificate, etc., Passport, moving-out certificate from previous place of residence
Move to Minato City from abroad Residence card, special permanent resident certificate, etc., passport
Withdraw from employer’s health insurance plan, or as a covered dependent Residence card, Special permanent resident certificate, etc., Certificate of loss of qualification for health insurance
Stop receiving public welfare assistance Residence card, Special permanent resident certificate, etc., Passport Public welfare assistance termination notice
Give birth
* The costs incurred upon childbirth (lump-sum childbirth allowance) are provided, click here

* Those whose status of residence is Designated Activities must bring their passports because their certificate of designation needs to be verified.

 

Withdrawing from the NHI Scheme
If you: You’ll need:
Move out of Minato City Residence card, Special permanent resident certificate, etc., NHI card
Move out of Minato City abroad
* If you are moving abroad, adjust your insurance premiums when going through the moving-out process.

Your family member passes away
* Funeral costs are provided upon the death of a person who is enrolled in the NHI scheme, click here

Other Notifications

Move to a new address within Minato City Lose your NHI card
